This is very likely Stingray City in the Cayman Islands. Fishermen used to stop in the shallows to clean their catch so the stingrays started associating the sound of a boat motor with a free meal. They got used to people and now it’s a tourist spot where rays will come right up to you looking for fish bits.

On second glance it looks like that dastardly hoomin is actually teasing Mr. Stingray with a fish bit for the photo op. Feed the hungry boy, hoomin!
